SCOPE OF REPORTING AREA

Transport Policy, Transportation Planning, Highway Maintenance, Highway Development, Parking, Public Rights of Way, Public Transport, Traffic & Safety

Key issues

· Joint local Transport Plan 2006 -'11 being prepared with three other ex Avon authorities and sub Regional forum established for Heads of Transport and Executive Members. Some controversial issues will require consultation

· Bristol/Bath to South Coast Study - Executive decision made to consult and appraise options was subject to "call in" (later dismissed by the panel)

Main achievements since last report

· Improvements in car parks (visibility and environmental changes, police working) have reduced car crime to within 1% of `0304 target (down 14% on last year). Police have thanked the Council for the contribution of Parking staff and Community Wardens in managing this situation.

· Improved Parking management has increased PCN (fines) revenue

· Passenger Transport review presented to a Joint O&S panel (PTES, HSS and EYCL) prior to consultation meetings in August. This review has also become a "headroom project" to release funds for reinvestment and a bid for external funds will be submitted

· Legal position regarding use of Council vehicles on public service routes clarified - initiative to be pursued as part of Passenger Transport review

· Wellsway reconstruction completed with £2.3m additional funding above LTP settlement - improving bus infrastructure and surface quality

· £0.8m external funding from 4+ sources enabled 6.5 km cycle route Bath/Radstock/Frome

· Bus gate review completed and timing changes to be implemented subject to formal "TRO" process

· Matched funding of £40K obtained for Midsomer Norton dial a ride scheme

Planned Actions not achieved / issues outstanding

· A Business case for new transport fleet centre is being progressed

· Open Top Tour Buses control now dependant on secondary legislation - likely to be in place Autumn 2004

· LTP will raise some controversial local issues for consultation
