Appendix 4 - Links to other Council Strategies

The Corporate Plan.

A8 Promote the independence of older people: Supporting local shopping needs, improving the public realm, support for Moorland Road library, increased Neighbourhood Watch development.

The Revised Draft Deposit Local Plan supports local shopping centres. It identifies Moorland Road specifically in paragraph B5.16;

93Within Bath, Moorland Road is a sizeable and vibrant District centre. It contains approximately 60 units, comprising a variety of small independent convenience shops, a number of comparison goods retailers (including national multiples) and a large food store. It mainly caters for daily shopping needs of local residents, and serves a wider than average catchment area because of a range of retail facilities and other services available. The low vacancy rate indicates the centre is trading very healthily.94

Paragraph B5.57 goes on to state;

93These centres (identified in S.1 [including Moorland Road]) play a valuable role in providing locally available convenience and top up shopping. Shops within these centres, such as post offices, can also provide valuable social and community benefits. The centres are essential in helping reduce the need to travel for shopping trips and are particularly important for residents with limited mobility e.g. those without a car. Therefore, it is important to maintain their shopping function and where possible promote improvements94

The Community Strategy refers to Oldfield Outlook as one example of the many local initiatives in Bath and North East Somerset that help meet the LSP's 93Be Distinctive94 ambition. 93Be Distinctive94 is about promoting a `sense of place' so people identify with and take part in their communities94. . Oldfield Outlook offers an excellent example of all sections of the local community coming together to share a common vision.

Oldfield Outlook also supports many other areas of the Community Strategy, including

A8 Be: Inclusive - Oldfield Outlook involves all sections of the community, using a variety of media to keep in touch. This includes the largest `minority group', students. Actions embrace all members of the community including improving disabled access and youth work.

A8 Be: Creative - Oldfield Outlook is finding solutions to local concerns, supporting communities taking responsibility for and tackling issues in their neighbourhood.

A8 Be: Safe - Oldfield Outlook has already attracted funding to install some alleygaters in the area and is supporting neighbourhood watch. The Living Streets Audit and Transport Survey both introduced safety issues which have been incorporated into the action plan.

A8 Be: There on Time - Oldfield Outlook commissioned both the Transport Survey and Living Streets Audit out of which have come recommendations about improving bus stop signage, providing shelters and providing cycling storage on Moorland Road which have been incorporated into the Action Plan.

A8 Be: At Home - Oldfield Outlook is working with the Student Liaison Committee to improve the balance in the area between `short' term and `long' term residents as well as encouraging the landlords and the student population to take care of the houses they are living in and be part of the local community.

A8 Be: Better Off - Oldfield Outlook is working with its partner Moorland Road Traders Association to support local needs shopping.
