NOTES:

1. Inspection of Papers: Any person wishing to inspect Minutes, reports, or a list of the background papers relating to any item on this Agenda should contact Jack Latkovic who is available by telephoning Bath (01225) 394452 or by calling at the Riverside Offices, Keynsham (during normal office hours).

2. Details of Decisions taken at this meeting can be found in the minutes which will be circulated with the agenda for the next meeting. In the meantime details can be obtained by contacting Jack Latkovic as above.

Appendices to reports are available for inspection as follows:-

Public Access points - Guildhall - Bath, Riverside - Keynsham, Hollies - Midsomer Norton, and Bath Central, Keynsham and Midsomer Norton public libraries.

For Councillors and officers papers may be inspected via Political Group Research Assistants and Group Rooms/Members' Libraries. In addition the Political Group Spokespersons receive copies of appendices.

3. Substitutions: Members are reminded that any substitutions must be made in accordance with the relevant Rule set out in the Council's Constitution and notified in writing to Jack Latkovic prior to the commencement of the meeting. Only members of the Licensing Act 2003 Committee may substitute for members of this Sub-Committee.

4. Attendance Register: Members should sign the Register which will be circulated at the meeting.

5. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted.

Arrangements are in place for the safe evacuation of disabled people.

Members who have an interest to declare are asked to state:

  • Authorisations of structures on Public Rights of Way
  • Draft Public Path Order Policy (agenda item 9); and

7 ITEMS FROM COUNCILLORS AND CO-OPTED MEMBERS

To deal with any petitions or questions from Councillors and where appropriate co-opted members.

8 MINUTES: 8TH JULY 2008

To be confirmed as a correct record and signed by the Chairman.

9 DRAFT PUBLIC PATH ORDER POLICY

The Regulatory Access Committee is asked to consider and comment upon the attached Draft Policy for Public Path Orders. Following an extensive consultation process the Policy will be presented to the Cabinet Member for Customer Services for consideration and adoption as Council policy.

The Regulatory Access Committee is asked to notes the draft Public Path Order Policy and members will make any comments on it that they consider appropriate.

10 CHELSCOMBE FARM, CHARLCOMBE

The proposal is to create a public footpath which runs along the top of the escarpment adjacent to Lansdown Road and to divert sections of public footpaths BA5/29 and BA5/12 as detailed in this report.

The Regulatory (Access) Committee is asked to authorise the Divisional Director Environmental Services to make the Public Path Creation Order to create a new public footpath and to make the Public Path Diversion Order to divert sections of public footpaths BA5/29 and BA5/12 as detailed in this report and confirm the Orders if unopposed.

11 LONG HOUSE FARM, CHEW STOKE DIVERSION ORDER

The Regulatory Access Committee is asked to consider objections received against the Bath and North East Somerset Council (Public Footpath CL4/19, Long House Farm, Church Lane, Chew Stoke) Public Path Diversion Order 2008 ("the Order") and to decide whether to abandon the Order or to send it, along with objections received, to the Secretary of State ("the SoS") for determination.

The Regulatory Access Committee is asked to agree that the Order and objections to the Order should be sent to the SoS for determination, and to recommend that the Order be confirmed as made.

12 UPDATE ON DEFINITIVE MAP ORDER AND PUBLIC PATH ORDER WORK

This report is provided to update Members in the present position regarding Definitive Map Order and Public Path Order work - including work on the Bath Definitive Map Project.

The committee is asked to note the current workload and content regarding claims/applications to modify the Definitive Map & Statement, and to create, divert or extinguish public paths.

13 NOTICE OF ITEMS FOR FUTURE MEETINGS

There will be a verbal update from Officers on any future agenda items coming to this Committee.
