14 EMERGENCY EVACUATION PROCEDURE

The Committee Administrator drew attention to the emergency evacuation procedure as set out on the Agenda.

There was no vice-chair (person) elected.

There were no declarations of interest made.

The Committee noted that Members of the Public speaking with regards to specific items would have the opportunity to do so immediately preceding those items on the agenda.

20 MINUTES: TUESDAY 12TH JULY 2005

RESOLVED that the revised minutes of the meeting held on Tuesday 11th October 2005 be confirmed as a correct record and signed by the Chair(person).

21 CONSIDERATION OF OBJECTION TO DEFINITIVE MAP MODIFICATION ORDER TO RECORD A PUBLIC FOOTPATH BETWEEN THE HIGH STREET AND CULVERS ROAD IN KEYNSHAM NORTH WARD (Report 11).

The Chair informed Members of the Committee and Members of the Public that due to the high public interest this item would be discussed before Item 9 - `Consideration of objection to definitive map modification order to record a public footpath AQ308 and CQ20 in Weston Ward'. Members of the Committee agreed with this suggestion.

The Committee received a report to consider the objections made to the Bath and North East Somerset Council (Culvers Road to High Street, Public Footpath BA27/70, Keynsham) Definitive Map and Statement Modification Order 2005, prior to forwarding the order to the Secretary of State for the Department of Food and Rural Affairs (DEFRA).

The Committee also considered:

Update presented by the Definitive Map Officer on amendment to the Order plan route from point E to F, amended route attached as Appendix 1 to these Minutes.

Oral statements and petitions by the Members of the Public, the Speakers List being attached as Appendix 2 to these Minutes.

On a motion from Councillor Griffiths, seconded by Councillor Willcox, it was RESOLVED to authorise the Officers recommendation that the Bath and North East Somerset Council (Culvers Road to High Street, Public Footpath BA27/70, Keynsham) Definitive Map and Statement Modification Order 2005 be forwarded to the Secretary of State for the Environment, Food and Rural Affairs with the request that she confirms the Order subject to a modification to the route shown between points E and F on the Order plan. Voting: 2 in favour and 1 against. Motion carried.

22 CONSIDERATION OF OBJECTION TO DEFINITIVE MAP MODIFICATION ORDER TO RECORD A PUBLIC FOOTPATH AQ308 AND CQ20 IN WESTON WARD, BATH (Report 9).

The Committee received a report to consider the objection made to one of the footpaths (AQ308 and CQ20) included in the Bath and North East Somerset Council (City of Bath Definitive Map and Statement Modification Order (No.1 - Weston) 2005), prior to forwarding the severed part of the order to the Secretary of State for the Department of Food and Rural Affairs (DEFRA).

The Committee also considered:

On a motion from Councillor Willcox, seconded by Councillor Warren, it was RESOLVED to authorise the Officers recommendation that the opposed part of the Bath and North East Somerset Council (City of Bath Definitive Map and Statement Modification Order) (No.1 - Weston) 2005) be forwarded to the Secretary of State for the Environment, Food and Rural Affairs with the request that she confirms the order as made. Voting: 3 in favour. Motion carried.

23 DEFINITIVE MAP MODIFICATION ORDER TO ADD A PUBLIC FOOTPATH OFF FEATHERBED LANE IN CLUTTON AND CHEW VALLEY SOUTH WARDS (Report 10).

The Committee received a report with an application to add a public footpath to the Definitive Map and Statement (DMS), from a point on Featherbed Lane, Clutton (near to the Bristol Water Clutton reservoir) to the intersection of Public Footpath CL20/1, lying in Chew Valley South Ward, and seeks committee approval to make a Definitive Map Modification Order (DMMO).

On a motion from Councillor Willcox, seconded by Councillor Warren, it was RESOLVED that the Head of Transportation and Highways be granted delegated authority to take all action to make an Order to Modify the Definitive Map and Statement by adding a public footpath leading off Featherbed Lane, Clutton, as shown by the route marked A-B on the plan attached as Appendix 1 to the report. Voting: 3 in favour. Motion carried.

24 UPDATE OF DEFINITIVE MAP ORDER AND PUBLIC PATH ORDER WORK (Report 12).

The Committee was asked to note the present position regarding Definitive Map Order and Public Path Order work.

On a motion from Councillor Griffiths, seconded by Councillor Willcox it was RESOLVED that the current position regarding Definitive Map Order and Public Path Order work and the satisfactory progress being made be noted.

25 NOTICE OF ITEMS FOR FUTURE MEETINGS (Report 13).

RESOLVED to note that the next meeting of the Committee will be on 31st January 2006.
