NOTES:

1. Inspection of Papers: Any person wishing to inspect Minutes, reports, or a list of the background papers relating to any item on this Agenda should contact Jack Latkovic who is available by telephoning Bath 394452 or by calling at the Riverside Offices, Keynsham (during normal office hours).

2. Details of Decisions taken at this meeting can be found in the minutes which will be circulated with the agenda for the next meeting. In the meantime details can be obtained by contacting Jack Latkovic as above.

Appendices to reports are available for inspection as follows:-

Public Access points - Guildhall - Bath, Hollies - Midsomer Norton, and Bath Central, Keynsham and Midsomer Norton public libraries. In addition papers may be inspected at the Envolve Partnerships for Sustainability, (formerly Bath Environment Centre), Green Park Station, Green Park Road, Bath, from Monday to Saturday.

For Councillors and officers papers may be inspected via Political Group Research Assistants and Group Rooms/Members' Libraries. In addition the Political Group Spokespersons receive copies of appendices.

3. Substitutions: Members are reminded that any substitutions must be made in accordance with the relevant Rule set out in the Council's Constitution and notified in writing to Jack Latkovic prior to the commencement of the meeting

4. Attendance Register: Members should sign the Register which will be circulated at the meeting.

5. THE APPENDED SUPPORTING DOCUMENTS ARE IDENTIFIED BY AGENDA ITEM NUMBER.

6. Action taken by Directors or Heads of Service in consultation with spokespersons: Where, in the opinion of the Chief Executive, relevant Director or Head of Service, it is considered impractical or contrary to the Council's interests to await the next regular programmed meeting of the Committee/Sub-Committee, such officers are authorised to take decisions on behalf of the Council subject to prior consultation with spokespersons. The register containing details of any such action is available for inspection by contacting the officer identified at 1 above.

7. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted. Arrangements are in place for the safe evacuation of disabled people.

8. Wards (the areas of the Authority which Councillors represent)

Where an item relates to a specific ward within the Authority, the name of that ward is given alongside the item heading. The name of the Ward is also shown on the front page of the associated report. Where no ward is given, this is because the item is a general matter or relates to the whole of the Bath and North East Somerset area.

9. Presentation of reports

Officers of the Council will not normally introduce their reports unless requested by the meeting to do so. Officers may need to advise the meeting of new information arising since the agenda was sent out.

9. PRINCIPLES OF OPERATION FOR THE REGULATORY (ACCESS) COMMITTEE - COMMITTEE PROCEDURES

This report sets out the need for a document that will provide guidance to committee members, officers and members of the public on how the Regulatory (Access) Committee ("the Committee") will consider matters relating to Definitive Map Modification Orders ("DMMOs"), Public Path Orders ("PPOs"), and Commons Registration (including Town and Village Greens ("TVG")). There is also a need to simplify the two public speaking schemes that currently apply at this Committee.

The Regulatory (Access) Committee is asked to agree that the document attached as Appendix 1 to this report is adopted as the Principles of Operation for the Regulatory (Access) Committee.

10. DEFINITIVE MAP MODIFICATION ORDER TO ADD A PUBLIC FOOTPATH AT CLAVERTON DOWN

This report deals with the evidence relating to an alleged public footpath at Claverton Down and seeks Committee approval to make a Definitive Map Modification Order (DMMO), to record the path on the Definitive Map and Statement.

11. DEFINITIVE MAP MODIFICATION ORDER (DMMO) TO ADD 26 PUBLIC FOOTPATHS IN WESTON WARD

This report deals with the evidence relating to 26 alleged public footpaths in

Weston Ward, Bath and seeks Committee approval to make a Definitive Map

Modification Order (DMMO), to record the paths on the Definitive Map and

Statement for the City of Bath.

12. DEFINITIVE MAP MODIFICATION ORDER(DMMO) TO ADD A PUBLIC FOOTPATH AT CINEMA SITE, KEYNSHAM

This report is submitted to assist Members in determining an application for a Definitive Map Modification Order (DMMO) to be made under section 53(2) of the Wildlife and Countryside Act 1981 to modify the Definitive Map and Statement by adding a public footpath which leads off Culvers Road, Keynsham around the former cinema site, through the public car park, to egress on to the High Street by the Old Bank public house.

13. UPDATE OF DEFINITIVE MAP ORDER AND PUBLIC PATH ORDER WORK

This report is provided to update Members in the present position regarding Definitive Map Order and Public Path Order work.
