  1. ELECTION OF CHAIR(PERSON) (CONSERVATIVE GROUP TO CHAIR)

RESOLVED that Councillor Pritchard be elected Chair(person) for the duration of the meeting.

  1. EMERGENCY EVACUATION PROCEDURE

The Chair(person) drew attention to the emergency evacuation procedure as set out on the Agenda.

  1. ELECTION OF VICE-CHAIR(PERSON) (IF DESIRED)

There was no vice-chair(person) elected.

There were no declarations of interest made.

There were no items of urgent business.

Mr Burrage was present and expressed a desire to address the Committee even though no written request had been received. The Committee agreed to suspend constitutional rule 4F (34) to allow Mr Burrage to speak.

There were no items from Councillors.

  1. MINUTES: THURSDAY 12TH DECEMBER 2002

RESOLVED that the minutes of the meeting held on Thursday 12th December 2002 be confirmed as a correct record and signed by the Chair(person).

  1. CONFIRMATION OF THE BATH AND NORTH EAST SOMERSET COUNCIL (FOOTPATH AT CHURCH STREET, WESTON, BATH) DEFINITIVE MAP AND STATEMENT MODIFICATION ORDER 2002. (Report 10).

The Committee received a report which explained that after the Bath & North East Somerset District Council (Footpath at Church Street, Weston, Bath) Definitive Map and Statement Modification Order 2002, was made and advertised, the one duly made objection to the Order was received and, despite negotiations, had not been withdrawn. The Order was therefore opposed and referred to the Committee so that it could authorise the Order to be forwarded to the Secretary of State for Environment, Food & Rural Affairs for determination.

On a motion from Councillor Herod, seconded by Councillor O'Flaherty it was RESOLVED that:

(1) The Regulatory (Access) Committee forwards the Bath & North East Somerset District Council (Footpath at Church Street, Weston, Bath) Definitive Map and Statement Modification Order 2002 to the Secretary of State for Environment, Food and Rural Affairs for determination with a request that she confirms the Order as made;

and

(2) If after further consultation with Mr Burrage the objection is withdrawn within the next seven days, this will allow the Head of Transportation, Access and Waste Management to be authorised to grant the order.

  1. IDENTIFICATION OF CHAIR(PERSON) FOR NEXT MEETING (Report 11).

RESOLVED that the Liberal Democrat Group would advise of a chair(person) for the next scheduled meeting on Thursday 12th June 2003 after the local elections in May.
