The decisions taken at this meeting of the Council Executive are subject to the Council's call-in procedures. NOTES:

1. Inspection of Papers: Any person wishing to inspect Minutes, reports, or a list of the background papers relating to any item on this Agenda should contact Jo Morrison who is available by telephoning Bath (01225) 394358 or by calling at the Riverside Offices, Keynsham (during normal office hours).

2. Public Speaking at Meetings: The Council has a scheme to encourage the public to make their views known at meetings. They may make a statement relevant to what the meeting has power to do. They may also present a petition or a deputation on behalf of a group. Advance notice is required not less than two full working days before the meeting (this means that for meetings held on Wednesdays notice must be received in Democratic Services by 4.30pm the previous Friday).

The public may also ask a question to which a written answer will be given. Questions must be submitted in writing to Democratic Services at least two full working days in advance of the meeting (this means that for meetings held on Wednesdays, notice must be received in Democratic Services by 4.30pm the previous Friday). 6. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted.

Arrangements are in place for the safe evacuation of disabled people.

9. CONSIDERATION OF SINGLE MEMBER ITEMS NOW REQUISITIONED TO COUNCIL EXECUTIVE

This is a standard agenda item, to cover any reports originally placed on the Weekly list for single Member decision making, which have subsequently been the subject of an Executive Member requisition to the full Council Executive, under the Council's procedural rules.

10. CONSIDERATION OF MATTERS REFERRED BY OVERVIEW AND SCRUTINY BODIES

This is a standing agenda item (Constitution rule 21, part 4D - Executive Procedure Rules) for matters referred by Overview and Scrutiny bodies. The Chair(person) of the relevant Overview and Scrutiny body will have the right to attend and at the discretion of the Leader to speak to the item, but not vote.

11. THE REPLACEMENT OF ST JOHN'S CATHOLIC PRIMARY SCHOOL, BATH - CONSIDERATION OF THREE POSSIBLE SITES

Government approval for the replacement of St John's Catholic Primary School in Bath was received in December 2000. The search for a single site to replace the school has been underway for four years. A decision is now required regarding the Council's preferred site in order to enable full consultation to take place and a formal offer to be made to the school Governors.

Appendix 5 - Copies of Responses from Stakeholders surrounding Odd Down Playing Field will be placed in deposit points and made available at the meeting.

12. FINANCIAL PLANNING ISSUES - THE IMPLICATIONS OF MAJOR PROJECTS

FINANCIAL PLANNING ISSUES - UPDATE REPORT

The Council Executive has commissioned a follow-up review of the funding needs and risk position of the Council's major projects to assist it to prepare a realistic budget for 2005/06 and beyond, taking into account Capital Programme Review parameters, known unfunded and partially funded projects and overall financial risk and capacity position of the Council.

13. VISION & SUB-REGIONAL SPATIAL PLANNING STRATEGY FOR THE WEST OF ENGLAND

The West of England Partnership consisting of Bath & North East Somerset, Bristol City, North Somerset and South Gloucester Councils and a range of social, economic and environmental partners have prepared and published two documents for consultation purposes. "2026 - The Vision for the West of England in 2026 and delivery priorities" (see Annex 1 or look at the West of England website at www.westofengland.org) focuses on a Vision up to 2026 for delivery of sustainable growth supported by successful investment to improve the quality of life and economic prosperity. "Your area : your vision" (see Annex 2 or visit website as above) puts forward possible development scenarios up to 2026 to help deliver elements of the Vision and to guide the development of homes, jobs, and transport, protecting what is most valued by local communities. Comments are invited by January 14th 2005

14. CORPORATE PROCUREMENT STRATEGY

The existing Procurement Strategy, approved by Members in September 2000, needs to be updated to reflect developments in procurement best practice and to respond to a range of central government drivers and guidance on the contribution effective procurement can make to efficiency improvement. Examples include the Egan report, Byatt report, the National Procurement Strategy for Local Government and The Independent Review of Public Sector Efficiency (Gershon report).

15. IMPLEMENTING ELECTRONIC GOVERNMENT (IEG) STATEMENT 4

The Council is required to produce an annual "Implementing Electronic Government Statement" (IEG) for submission to the Office of the Deputy Prime Minister. It sets out how the Council plans to meet the national target for e-government, making all possible services available electronically by the end of 2005. The IEG Statement is part of the Council's Policy and Budget Framework.

16. THE LOCAL PREVENTATIVE STRATEGY FOR CHILDREN AND YOUNG PEOPLE

This report invites Members to consider the development and content of the Local Preventative Strategy for children and young people developed by Bath and North East Somerset's Children and Young People's Strategic Partnership.

17. COUNCIL PERFORMANCE REPORT

The Council's Planning & Review Framework requires all the targets in the Performance Plan to be reported every 4 months. Twice a year these figures are brought together in a Council Performance report. This is the second of these reports in 2004-2005.
