The decisions taken at this meeting of the Council Executive are subject to the Council's call-in procedures. Within 5 clear working days of publication of decisions, at least 10 Councillors may signify in writing to the Chief Executive their wish for a decision to be called-in for review. If a decision is not called-in, it will be implemented after the expiry of the 5 clear working day period.

NOTES:

1. Inspection of Papers: Any person wishing to inspect Minutes, reports, or a list of the background papers relating to any item on this Agenda should contact Jo Morrison who is available by telephoning Bath (01225) 394358 or by calling at the Riverside Offices, Keynsham (during normal office hours).

2. Details of Decisions taken at this meeting can be found in the minutes which will be published as soon as possible after the meeting, and also circulated with the agenda for the next meeting. In the meantime details can be obtained by contacting Jo Morrison as above.

Appendices to reports are available for inspection as follows:-

Public Access points - Riverside - Keynsham, Guildhall - Bath, Hollies - Midsomer Norton, and Bath Central, Keynsham and Midsomer Norton public libraries. In addition papers may be inspected at the Envolve Partnerships for Sustainability, (formerly Bath Environment Centre), Green Park Station, Green Park Road, Bath, from Monday to Saturday.

For Councillors and Officers papers may be inspected via Political Group Research Assistants and Group Rooms/Members' Rooms.

5. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted.

Arrangements are in place for the safe evacuation of disabled people.

  • 9. OVERVIEW AND SCRUTINY MANAGEMENT BOARD

  • Councillor Francine Haeberling, Chair of the Overview and Scrutiny Management Board, to report on any relevant issues.

  • 10. WESTERN RIVERSIDE: SUPPLEMENTARY PLANNING GUIDANCE (DRAFT FOR CONSULTATION) (CLLR METCALFE)

  • This report sets out the draft Supplementary Planning Guidance (SPG), for Western Riverside, which has been produced in order to protect and secure the delivery of sustainable, comprehensive regeneration of the area. Following consultation the revised SPG will be submitted to the Council Executive.

  • 11. WESTERN RIVERSIDE: BATH AND NORTH EAST SOMERSET LOCAL PLAN POLICY GDS.1 (CLLR METCALFE)

  • This report details the comments made on the deposit draft of the Bath and North East Somerset Local Plan with recommended responses and proposed changes relating to Western Riverside and the Deposit Draft Local Plan.

  • 12. SOUTHGATE RE-DEVELOPMENT - SITE ASSEMBLY (ABBEY WARD) (CLLR METCALFE)

  • This report outlines the current status of the redevelopment scheme, identifies the need for the whole site to be available for redevelopment when the programme requires, and asks the Executive to agree in principle to the use of compulsory acquisition powers if such powers become necessary.

  • 13. IMPLEMENTATION OF FAIRER CHARGING AND FAIR ACCESS TO CARE (CLLR TAPPER)

  • This report concerns two new pieces of legislation that are required to be implemented by April 2003. These are Fair Access to Care and Fairer Charging. This document reports the results of the public consultation and to seek agreement to the recommendations for implementation.

  • 14. RESPONSE TO RECOMMENDATIONS OF THE CLIMBIE INQUIRY REPORT (CLLR TAPPER)

  • This report details the response the Council will make to the recommendations of the Climbie Inquiry report.

  • 15. YOUTH JUSTICE PLAN (CLLR TAPPER)

  • The attached Plan sets out work to be undertaken locally in preventing re-offending by young people aged 10 - 17 and, for the first time, specific work to reduce the risk of offending by young people who have not entered the formal criminal justice system.

  • 16. PARIS - STRATEGIC PARTNERSHIP PROJECT (CLLR TODD)

  • At its meeting in January, the Executive approved the process for proceeding with the Paris Partnership, part of which envisaged that approval of the final terms of the agreement would be made by the Executive in April. Whilst the remainder of the January decision remains valid, the decision to cancel the Executive meeting in April, followed by uncertainty over the date of the next Executive meeting means that it is important to ensure that if necessary, decisions can be made during this period.

  • 17. TOWARDS 2013 - A THRIVING SUSTAINABLE ECONOMY FOR BATH AND NORTH EAST SOMERSET (CLLR CURRAN)

  • This report details the economic development strategy `Towards 2013...' which will provide the Council with a strategic framework for the delivery of community and economic development regeneration activity for the next ten years.

  • 18. 2002/2003 CAPITAL MONITORING REPORT (CLLR TODD)

  • This report informs the Council Executive of the current position of the 2002/2003 Capital Programme and available resources.

  • 19. COUNCIL REVENUE BUDGET MONITORING 2002/03 (CLLR TODD)

  • This report presents the latest budget monitoring information for the Authority as a whole for the financial year 2002/2003. This report also includes a number of budget transfer requests that require Council Executive agreement or are reported for information purposes as prescribed by the Budget Management Scheme.
