NOTES:

1. Inspection of Papers: Any person wishing to inspect Minutes, reports, or a list of the background papers relating to any item on this Agenda should contact Jo Morrison who is available by telephoning Bath (01225) 394358 or by calling at the Riverside Offices, Keynsham (during normal office hours).

2. Details of Decisions taken at this meeting can be found in the minutes which will be published as soon as possible after the meeting and also circulated with the agenda for the next meeting. In the meantime, details can be obtained by contacting Jo Morrison as above.

Reports are available for inspection as follows:-

Public Access points - Riverside, Keynsham, Guildhall - Bath, Hollies - Midsomer Norton, and Bath Central, Keynsham and Midsomer Norton public libraries. In addition papers may be inspected at the Envolve Partnerships for Sustainability, (formerly Bath Environment Centre), Green Park Station, Green Park Road, Bath, from Monday to Saturday.

For Councillors and officers papers may be inspected via Political Group Research Assistants and Group Rooms/Members' Libraries. In addition the Political Group Spokespersons receive copies of agendas.

5. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted.

Arrangements are in place for the safe evacuation of disabled people

9. OVERVIEW AND SCRUTINY MANAGEMENT BOARD

Councillor Francine Haeberling, Chair of the Overview and Scrutiny Management Board, to report on any relevant issues.

10. REVENUE AND CAPITAL BUDGET AND COUNCIL TAX 2003/04(CLLR TODD)

This report presents the Council Executive's draft budget for the 2003/04 financial year with options for Council tax levels for 2003/04.

An Update Report to the above item and a document containing corrections and updates to the Budget Report is attached.

11. CITY OF BATH WORLD HERITAGE SITE MANAGEMENT PLAN(CLLR SYMONDS)

The whole city of Bath was inscribed as a World Heritage Site in 1987 and is recognised as a place of universal significance, needing to be protected and conserved for this and future generations. Under the terms of the UNESCO 1972 Convention concerning the protection of the world cultural and natural heritage, which the UK central government are signatories to, the UNESCO 1999 Operational Guidelines for the Implementation of the World Heritage Convention, and the policies of the UK central government's Department for Culture, Media and Sport, there is a requirement to prepare and publish a management plan for the World Heritage Site of Bath by autumn 2003.

This report presents the Management Plan, which is now put forward to the Executive as a draft to go out to public consultation.

12. FAIR TRADE IN THE COUNCIL(CLLR SYMONDS)

This report asks for a detailed action plan aimed at delivering the objectives on fair trade and integrating those principles into corporate objectives and policies.

13. HMO INSPECTION & ENFORCEMENT PROGRAMME(CLLR S HEDGES)

This report details the current situation with the Council's proactive HMO inspection and enforcement programme. It details the Council's non-compliance with a statutory obligation contained within the Housing (Fire Safety in Houses in Multiple Occupation) Order 1997 and sets out a number of options to address this issue.

14. PUBLIC SERVICE AGREEMENTS; FEEDBACK FROM NEGOTIATIONS(CLLR CROSSLEY)

This report updates the Executive on progress made towards negotiating a Public Service Agreement (PSA) for Bath & North East Somerset and proposes a process for finalising the agreement as part of the Council's overall service and budget planning and performance management framework.
