NOTES:

1. 2. Contributing to the meeting: You can submit a question, statement, deputation or petition to this meeting. You need to do this by the close of business two clear working days before the meeting (so Friday of the previous week) to Democratic Services.

6. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted.

Arrangements are in place for the safe evacuation of disabled people.

Council Executive meetings will be supported by the Director's Group.

9. CONSIDERATION OF SINGLE MEMBER ITEMS NOW REQUISITIONED TO COUNCIL EXECUTIVE

This is a standard agenda item, to cover any reports originally placed on the Weekly list for single Member decision making, which have subsequently been the subject of an Executive Member requisition to the full Council Executive, under the Council's procedural rules (rule 21, part 4B of the Constitution). The following item was the subject of such a requisition by Councillor Sir Elgar Jenkins, details of which are set out below;

BATH POSTAL MUSEUM: ANNUAL GRANT AND RENT SUBSIDY

I refer to The Weekly List published 8 August Part 1 Paper 2, 'Grants and Rent Subsidies' to Museums and Heritage Bodies 2003 - 04.

I ask that the proposals regarding the grant to the Bath Postal Museum be referred for consideration by the whole Executive.

My reasons for this referral are there a number of issues which need careful reflection.

1. the effect of the Grant proposals on this museum could lead to the closure of the Museum and the dispersal of its collections (some outside Bath, some back to private hands and not open to the general public)

2. this matter is causing a deal of local concern (there has been piece on HTV local news and the Chronicle)

3. the proposal has emerged at a time when many people are on holiday and would be unable to respond

4. the Museum appears to have been taken by surprise

5. the loss of any museum is a serious loss to the cultural, historical and Tourist life of Bath. A plaque on a wall to say the 1st Penny Black was posted from this point is no real compensation

6. it is the only Postal Museum now open in the Country

7. it could appear to residents that whilst the Council has spent millions on the Spa to encourage Tourism, it is not prepared to keep a museum open for a tiny fraction of that amount.

10. TRANSPORTATION SERVICE CAPITAL PROGRAMME 2003 - 2004

This report sets out the Transport Capital Programme. The programme of expenditure aims to develop the policies of the Local Transport Plan in accordance with Government guidelines.

11. COUNCIL REVENUE BUDGET MONITORING 2003/04

This report presents the latest budget monitoring information for the Authority as a whole for the financial year 2003/2004. The report also includes a number of budget transfer requests that require Council Executive agreement or are reported for information purposes as prescribed by the Budget Management Scheme.

12. REVENUE OUTTURN 2002/03

This report presents the provisional revenue outturn for 2002/03, with some recommended technical adjustments. The report refers to known potential pressures for the current year, as a preface to a request to carry forward specific budget items to 2003/04

13. COUNCIL'S ACCOUNTS 2002/03

This reports introduces and summarises the Council's Statement of Accounts for 2002/03.

14. ANNUAL REVIEW OF PERFORMANCE

This report presents the Social Services Inspectorate's Annual Review of the Council's Social Services performance. This report will subsequently be referred to the relevant Overview & Scrutiny Panel for their consideration.

15. REVIEW 2003/04 OF THE CHILDREN'S AND YOUNG PEOPLE'S SERVICES PLAN 2001/02

This report details the 2003/04 review of the Children and Young People's Services Plan 2001/02 and updates the Plan's strategic objectives and inserts new targets.

16. HOUSING & SUPPORTED LIVING SERVICES 4 MONTHLY PERFORMANCE REPORT

This report introduces the Four-monthly Performance report of Housing & Supported Living Services (July 2003).

17. EXCLUSION OF THE PUBLIC

The Committee is asked to consider passing the following resolution:-

"that in accordance with the provisions of Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business because of the likely disclosure of exempt information as defined in paragraphs 5, 7 & 12 of Part 1 of Schedule 12A of the Act"

18. BATH SPA PROJECT: COMMERCIAL IMPLICATIONS OF DELAYED COMPLETION

A brief open report is attached. This was provided after despatch so was not included with the printed agenda pack.
