15/11/2021 - Progression of Active Travel Fund schemes to TRO consultation ref: 1631 Approved
On 23/6/21 Cabinet resolved that the Upper
Bristol Road and Beckford Road Active Travel Fund schemes should
proceed to public consultation on the Traffic Regulation Orders and
that final decisions on the detail of the proposals were delegated
to the Cabinet Member for Climate and Sustainable Travel along with
the Director of Place Management.
Cabinet report E3284 outlined proceeding with the Beckford Road
element of the City Centre to University of Bath scheme, as well as
an amended version of the Upper Bristol Road scheme.
The designs of both schemes have since been revised further in
order to produce the best proposals possible to meet the objective
of providing good quality walking, cycling and public transport
infrastructure together with balancing the needs of local residents
and businesses. The revisions are not deemed to be a significant
departure from the proposals taken to Cabinet on 23/6/21.

23/11/2021 - Request for the Updated Agreed Syllabus for Religious Education to be approved (WL) ref: 1629 Approved
Every local authority (LA) has to have a
Standing Advisory Council on RE (SACRE) by law. The law says that
religious education (RE) must be taught in all schools and
academies and a SACRE's role is to advise its LA on what needs to
be done to improve RE and collective worship for schools in its
area. This is because RE is not part of the National Curriculum; it
is a local responsibility. Through the SACRE, local communities and
teachers have the opportunity to influence and support what pupils
learn in RE.
SACRE can require the LA to review its agreed Syllabus for RE (This
must happen at least every five years). At a recent meeting of the
B&NES Agreed Syllabus Conference, constituted under Schedule 31
of the Education Act 1996, a unanimous recommendation was made to
adopt an updated Agreed Syllabus for Religious Education. The
Agreed Syllabus Conference, which included Cllrs Kumar and Jackson,
has requested that B&NES Council affect the
recommendation.
There are no changes to the current Syllabus from the one already

11/11/2021 - Garden Waste Sack Booking System ref: 1628 Approved
As part of the introduction of In Cab
Technology to our waste and recycling collection fleet, we are
reviewing our services to ensure we achieve high levels of customer
service whilst operating efficiently and reduce the carbon impact
of our services.
Our garden waste vehicles currently drive around every road in the
district on a fortnightly basis to check whether properties have
opted into the chargeable garden waste service and have bins or
sacks out for collection.
The new technology in the vehicles allows us to be more efficient
in our approach. It will route the collection crews to all
subscription bins each fortnight, with a simple online booking form
for residents to request paper sacks collections (and Christmas
trees in January) on their next scheduled fortnightly collection.
This method is used by our neighbouring authorities
effectively.
The change in approach encourages use of garden waste wheeled bins
on an annual subscription as the core service but retains
flexibility and convenience for residents wanting to purchase of
paper sacks and use the service on an ad hoc basis.
Collection vehicles will therefore only be sent to properties which
present garden waste for collection making the service more
efficient and sustainable.
This decision has been made in consultation with the Cabinet Member
for Neighbourhoods.

emergency declaration by reducing any unnecessary vehicle
miles.

02/11/2021 - Bath Christmas Market ref: 1626 Approved
Following Cabinet Report E3280, a decision on
whether to scale back the Bath Christmas Market plans, or cancel
the event was delegated to the Director of Place Management in
consultation with the Cabinet Member for Children & Young
People, Communities & Culture, SAGE and the Director of Public
Health.
The rationale would be based on a decision-making framework
incorporating Covid-19 related indicators, national guidance on
Covid-19 restrictions and risk mitigation measures. Decision dates
will be aligned with financial milestones. This process aims to
reduce both risk to public health and pressure on council
budgets.

Decision:
The Director of Place Management, based on the
evidence available and the overall risks outlined in the Risk
Matrix (Appendix A) and the lack of suitable control measures being
available, has made the decision to re-shape the council’s
plans for the Bath Christmas Market 2021.
Following agreement with Visit West, Bath Business Improvement
District, SouthGate and Milsom Place, the council will work with
these partner organisations to support the B&NES visitor,
hospitality and retail economy and promote Bath at Christmas,
through a series of activities and events, including:
• An illumination trail of the iconic and historic buildings
of Bath
• A number of festive stalls in Kingston Parade and Abbey
Green
• A Victorian carousel ride outside the Roman Baths
• Street entertainment and carol singing
• A virtual Christmas Market
• Support for the Independent Artisan Market in Queen
Square
subject to appropriate budget being allocated, procurement of
suppliers and with the agreement of our partner organisations and
Cabinet Member support.
There were no specific issues raised by the Director of Public
Health, in relation to public health considerations, in taking this
decision.
This will be subject to further Gateway Decision process, as
outlined in the Cabinet Report E3280.

A decision on how to use funding provided by
the Department for Work and Pensions to help vulnerable households
this winter.

The Cabinet Member agrees that the grant funding will be allocated as follows.
£320,000 to continue the Free School Meal voucher scheme for the October, Christmas, and February half term periods in 2021/22.
£100,000 will be provided to Citizens Advice Bath and North East Somerset to fund the Fuel Voucher Scheme
£547,000 will be allocated to provide support to vulnerable residents with energy costs through issuing prepaid debit cards and associated administrative costs.

15/11/2021 - Decision to approve capital expenditure for the delivery of Phase 1 of the Keynsham Memorial Park Capital Project ref: 1625 Approved
This project will use developer’s
contributions from CIL and S106 to fund the development of a new
masterplan for Keynsham Memorial Park and some essential site
improvements. The park is an important destination park for the
district and its role in supporting improvements on the High
Street, providing access to new transport routes, promoting healthy
lifestyles and addressing the Climate and ecological emergencies
requires that the Council invest in understanding current uses and
needs affecting the space to inform new facilities and landscapes
to prepare for the future.
