Security Surveillance Strategic Review

Decision Maker: Corporate Director (Place)

Decision status: Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

The Council is undertaking a feasibility and options appraisal before embarking on upgrading our CCTV system and ensure it is specified with future proofing for technology changes and upgrades are compatible with existing equipment, with reduced camera faults and downtime. In addition, produce a business case for an aspirational centralised B

Decision:

To fully approve capital amounting to £70k from the provisional capital programme item CCTV Camera Replacement

Alternative options considered:

We could do nothing and continue to use the current system and equipment, however it is aging with increasing risk of downtime, system failures and security breaches, it needs to be upgraded. With a growing number of significant capital projects, including the new multi-million pound Bath City Centre Security project, Bath Quays and Pixash Lane to name but three, the current CCTV Hub is too small, cramped, with poor welfare facilities and does not provide flexibility to expand and growing pressure on staff to monitor. In addition, there is no provision for an incident room to be set up, in the event of an incident or monitoring for a planned event, or a satellite site, should an incident occur in the City Centre. There is additional growing demand from Police, Members, partner agencies and the public for increased surveillance for public safety, as well as emerging significant new multi-million pound projects and sites requiring CCTV, across Council Services and public spaces.
