Purpose:
This expenditure will be linked to the future
development of the Pools by the Trust, supported by a substantial
grant award from the National Heritage Lottery Fund (NHLF).
We have reviewed the NHLF submission and business case for
Cleveland Pools, including review of risks and governance. We are
satisfied that due diligence was carried out by NHLF who have made
a grant offer of £4,693,300 which is 83% of the total
eligible cost of £5.685m. The submission request includes
secured funds from other sources of which B&NES is listed at
£175k (£200k agreed less £25k already drawn). Of
the £175k, £50k was approved previously (decision
E2892) and the balance remaining to be fully approved is
£125k.
The buildings are Grade ll* listed, meaning they have very high
heritage significance.
Decision:
To fully approve capital amounting to
£125k from the provisional capital programme item: Cleveland
Pools Trust.
For information, the Cabinet Member for Community Services was
consulted.
Alternative options considered:
Option 1 - There is the option of not
proceeding, however B&NES has agreed funding of £200k in
total to the project and the Trust must confirm to the National
Heritage Lottery fund that they have secured all their partnership
funding and are ready to start. They are dependent on this to
receive "Permission to Start" the project. The buildings are
Council owned. If the current project (run by the Trustees of the
CPT) fails, then the ‘at risk’ buildings and the
cost/responsibility to restore them is likely to revert to the
Council.
