Purpose:

On 23/6/21 Cabinet resolved that the Upper Bristol Road and Beckford Road Active Travel Fund schemes should proceed to public consultation on the Traffic Regulation Orders and that final decisions on the detail of the proposals were delegated to the Cabinet Member for Climate and Sustainable Travel along with the Director of Place Management.
Cabinet report E3284 outlined proceeding with the Beckford Road element of the City Centre to University of Bath scheme, as well as an amended version of the Upper Bristol Road scheme.
The designs of both schemes have since been revised further in order to produce the best proposals possible to meet the objective of providing good quality walking, cycling and public transport infrastructure together with balancing the needs of local residents and businesses. The revisions are not deemed to be a significant departure from the proposals taken to Cabinet on 23/6/21.

Decision:

To approve going ahead to TRO consultation on the Upper Bristol Road proposals shown in drawings TCL0016S01/100-1/I, TCL0016S01/100-2/J, TCL0016S01/100-3/I, TCL0016S01/100-4/F, (option 1) and the Beckford Road proposals shown in drawings TCL0016S02/100-1/H and TCL0016S02/100-2/E (option 1). This has been agreed with the Cabinet Member for Climate and Sustainable Travel.

Alternative options considered:

Upper Bristol Road:
Option 1 - amended proposal including a Parallel zebra crossing, removal of 3 car parking bay on south side of road, floating parking bays on north side of road, amended loading bay and changes to bus stops. (Selected option)
Option 2 - amended proposal including floating parking bays on north side of road, shared used footways on both sides of a new Toucan crossing and a shared use footway alongside a 3 car parking bay on the south side of the road. (Option ruled out because it would create too many sections of footway where cyclists would have to share space with pedestrians)
Option 3 - proceed with proposals exactly as shown in Cabinet report 23/6/21. (Option ruled out because of placing cyclists too close to motor traffic)
Beckford Road:
Option 1 – amended proposal with altered position of bus stop. (Selected option)
Option 2 - proceed with proposals shown in Cabinet report 23/6/21. (Option ruled out because Option 1 provides more safety benefits)
