Purpose:

The Council is required by a S106 planning obligation to make payment for an area of land within the Parcel 7200 housing development site (Planning reference 16/00850/OUT in Keynsham. The area of land will be transferred to the Department for Education (DfE) at a later stage as the site for the build and delivery of the new East Keynsham Primary School.

S106 capital contributions received from 3 housing developments in the Keynsham area will be used to make payment for the land of £1.44m. The remaining balance will be used to deliver temporary accommodation and meet abnormal costs associated with development of the school site.

The use of the site will be restricted and will revert to the Council at a peppercorn should the site no longer be used for a primary school.



Decision:

To fully approve capital amounting to £2.510m from S106 contributions to pay for an area of land to be used for the East Keynsham Primary School and other costs to establish the school.



Alternative options considered:

There are no other options considered for the purchase of the land because the Council is obligated to complete the purchase by the S106 agreement.
