Purpose:

Requesting approval and authorisation to proceed with a schools capital project to replace two poor condition modular buildings with two new build permanent classrooms.

Decision:

The Cabinet Members agree to spend £723,000 2017-18 Schools Capital Maintenance Grant to replace two modular buildings with two new classrooms and toilet facilities at Swainswick C.E Primary School.

Reasons for the decision:

The Council retains the legal responsibility to provide sufficient pupil places in its area and undertakes to ensure school buildings are fit for purpose and provide safe and secure environments.

Schools Capital Maintenance Grant funding is made available to local authorities to address the condition and maintenance needs of the school estate.

The scheme is required as the two poor condition modular classrooms at the School have reached the end of their serviceable and economic life and do not have toilet and hot water facilities.

Alternative options considered:

The option to repair and refurbish the modular Elliott buildings was explored under a Feasibility Study.  It concluded that the buildings had reached the end of their economic life and should be replaced.  Additionally repair and refurbishment of the modular buildings did not address the lack of toilet and hot water facilities.
