1 THE ISSUE

1.1 The Council is asked to consider the following recommendation of the Standards Committee:-

"That Councillor Peter Jovcic-Sas be considered not fit to serve on Panels or Committees of the Council or to represent the Council on outside bodies for the next six months."

2 BACKGROUND

2.1 The Standards Committee met on 5th September and reconvened on 30th September 2002 to consider a report of the Monitoring Officer on a complaint about the conduct of Councillor Peter Jovcic-Sas.

2.2 A summary of the Committee`s deliberations is set out in the draft minutes (attached as Appendix 1 to this report). The findings of the Committee form a recommendation to the Council which is set out in paragraph 1.1 above.

2.3 The Council is asked to consider that recommendation. The Council should note that it has power to remove a Councillor from outside bodies to which it has appointed him or her, but removal from Committee or Sub Committee memberships is a matter exclusively for the political group of which the Councillor is a member. Accordingly any conclusion the Council reaches on the issue of panel or committee memberships may only take the form of a recommendation to the Labour Group.

2.4 Mr Alun Morgan, Chairman of the Standards Committee will attend the Council meeting and be available to answer questions from Members as to the procedure it followed

2.5 Councillor Jovcic-Sas has submitted a response which he wishes the Council to consider before making a decision on the Standards Committee`s recommendation
