NOTES:

1. Inspection of Papers: Any person wishing to inspect Minutes, reports, or a list of the background papers relating to any item on this Agenda should contact Kirsty Denley who is available by telephoning Bath (01225) 394452 or by calling at the Riverside Offices, Keynsham (during normal office hours).

2. Details of Decisions taken at this meeting can be found in the minutes which will be circulated with the agenda for the next meeting. In the meantime details can be obtained by contacting Kirsty Denley as above.

Appendices to reports are available for inspection as follows:-

Public Access points - Guildhall - Bath, Hollies - Midsomer Norton, and Bath Central, Keynsham and Midsomer Norton public libraries. In addition papers may be inspected at the Envolve Partnerships for Sustainability, (formerly Bath Environment Centre), Green Park Station, Green Park Road, Bath, from Monday to Saturday.

For Councillors and officers papers may be inspected via Political Group Research Assistants and Group Rooms/Members' Libraries. In addition the Political Group Spokespersons receive copies of appendices.

3. Spokespersons: The Political Group Spokespersons for this sub-committee are Councillors Organ (Conservative Group), Carruthers (Labour Group), and Symonds (Liberal Democrat Group).

4. Substitutions: Members are reminded that any substitutions must be notified in writing to Kirsty Denley prior to the commencement of the meeting (Standing Order 138 refers).

5. Attendance Register: Members should sign the Register which will be circulated at the meeting.

6. THE APPENDED SUPPORTING DOCUMENTS ARE IDENTIFIED BY AGENDA ITEM NUMBER.

7. Action taken by Directors or Heads of Service in consultation with spokespersons: Where, in the opinion of the Chief Executive, relevant Director or Head of Service, it is considered impractical or contrary to the Council's interests to await the next regular programmed meeting of the Committee/Sub-Committee, such officers are authorised to take decisions on behalf of the Council subject to prior consultation with spokespersons. The register containing details of any such action is available for inspection by contacting the officer identified at 1 above.

8. Emergency Evacuation Procedure

When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted.

Arrangements are in place for the safe evacuation of disabled people

9. Wards (the areas of the Authority which Councillors represent)

Where an item relates to a specific ward within the Authority, the name of that ward is given alongside the item heading. The name of the Ward is also shown on the front page of the associated report. Where no ward is given, this is because the item is a general matter or relates to the whole of the Bath and North East Somerset area.

10. Presentation of reports

Officers of the Council will not normally introduce their reports unless requested by the meeting to do so. Officers may need to advise the meeting of new information arising since the agenda was sent out

10. TRADE WASTE CHARGES 2002/03

The fees and charges levied at Bath and North East Somerset Waste Management Sites are revised annually. The cost of waste disposal to the council increases by £1 per tonne landfill tax per annum and by annual contract inflation. The fees and charges must be adjusted annually to maintain our budgeted level of income.

11. HORSE DRAWN RECYCLING COLLECTION SERVICE

This report confirms that a grant, sought by Avon Friends of the Earth, of £48,100 over two years has been allocated from the Social, Economic, Environmental, Development Fund SEED fund. This also means that other grants, £38,000 from the British Oxygen Company (BOC) Foundation, £1,000 from Wessex Water and £10,000 from Shell will now also be released, to give a total of £97,100. A revised Action Plan is being prepared by Avon FoE and B&NES Waste Services, to ensure that the project fulfils it's objectives. These include moving the service to an urban area, where the horses can collect more efficiently, and researching and developing the most efficient collection method.

12. INCREASE OF STAFF AT BATH TRANSFER STATION AND PIXASH LANE HW & RC

Increased tonnages of waste and increased levels of recycling at the Bath Refuse Transfer Station, the Bath Household Waste and Recycling Centre (HW&RC) and the Pixash Lane HW&RC, have increased the workload necessary to operate the sites. Permanent staff are working maximum overtime levels possible and Agency staff have been employed to accommodate this additional work within existing budgets. This report seeks to employ 2 fulltime operatives within existing budgets to reduce the reliance on agency staff.

13. COLLECTION & CLEANSING PERFORMANCE REPORT

This is the regular performance monitoring report for the refuse collection and cleansing contracts. Members are asked to consider the contents and identify any issues to be considered for future action and investigation.

14. ACTION TAKEN BY OFFICERS UNDER DELEGATED AUTHORITY IN CONSULTATION WITH SPOKESPERSONS

No reported action has been taken by officers under delegated authority in consultation with Spokespersons since the last meeting.

15. IDENTIFICATION OF CHAIR(PERSON) FOR NEXT MEETING

This is the last scheduled meeting of the Sub-Committee before the new decision-making and scrutiny structure is due to be introduced, following the Annual Council Meeting on 9th May.

If a special meeting is required between now and then, it will be convened in consultation with the Spokespersons in the normal way. Therefore, the Spokesperson of the Conservative Group is asked to advise of the proposed member of their group who would chair such a meeting if required.

The Sub-Committee is also RECOMMENDED to authorise the Chair (person) of today's meeting to approve as a correct record and sign the minutes after they have been circulated to all Members for observations on their accuracy.
