Purpose:

The use of s106 funding to add lighting to the skate park in the Memorial Park and to internally equip the new ”Timeout” with computers, music studio and other equipment required as agreed with Keynsham Town Council and young people.

To contribute towards the redevelopment of Radstock Youth hub kitchen area.

Decision:

The Cabinet Member agrees that the following can be approved for implementation:

 

1)  Link to existing capital programs to approve the inclusion in the 2015/16 Capital Programme of £18,953 for Skate Park Lighting in Keynsham.

2)  Approve the inclusion in the 2015/16 Capital Programme of £20,401 for Equipment to ensure Timeout is internally fitted to a high standard.

3)  Approve the inclusion in the 2015/16 capital program of £10000 towards the refitting and redevelopment of the Radstock Childrens Centre and Youth Hub kitchen.

Reasons for the decision:

The current premises Timeout, are old and very run down, the Riverside building is no longer used by BANES and the Timeout space is increasingly not fit for purpose.

The skate park lighting will be a good improvement to the area, which will encourage young people away from residential areas reducing ASB and nuisance noise. KTC will work with young people to ensure they are respectful of the development.

Radstock Children centre and Youth hub is well used by the local community and is in need of improvement to ensure it is fit for purpose.

Alternative options considered:

To remain at current Timeout – building is old and not fit for propose as part of BANES property services wish to with draw from the space ASAP.

 

To leave Skate Park as it is and not add lighting – this may impact in the winter with repeated issues regarding ASB and noise which will add pressure to Police who deal with these issues.

 

To refit Radstock kitchen within this budget, if funding for redevelopment is not available. - discounted to make the Childrens Centre and Youth hub suitable for all users.
