CALLED IN DECISIONS

These are decisions which were the subject of a call-in by 10 members.  If the call-in is validated under the rules within the Constitution, the implementation of the decision cannot proceed.  The decision will be examined through the overview and scrutiny process and a recommendation made back to the decision maker.  The response of the decision maker (the Cabinet member or the Cabinet, whichever is relevant) will be recorded in a subsequent Weekly List.  Once made, this decision will not be eligible for a further call-in.

E1906  Government's Free Swimming Initiative

This decision was the subject of a valid Call-in.  The Call-in will be considered at a public meeting of an Overview and Scrutiny Panel (details to be announced), which must be held within 10 working days of the validation of the Call-in.  The findings of the Panel will be reported in due course.

In summary, the Grounds for the Call-in were:

·         The decision to reject the Government’s offer of £78,108 for the provision of free swimming for the under 16s will deprive children and young people of swimming opportunities.

·         The decision also deprives the Council of the opportunity to receive £39,963 from a national £10 million capital fund to spend on modernising or improving pool provision.  In addition, the Council will be unable to benefit from a share in a further £25 million capital challenge fund in 2009/10 and 2010/11 to spend on improving pool provision.

·         The decision fails to acknowledge that swimming is one of the most easily accessible physical activities which appeals to people of all ages and levels and has numerous social and health equalities benefits.
