1 THE ISSUE
The management responsibility of the Advice Services has been transferred from the Policy and Partnership Division to the Adult, Social Services and Housing Division. Currently the budget of £455,410 remains within the Policy and Partnership Division. To ensure monitoring and compliance and accurate payments the budget requires to be vired to devolve full responsibility between the two divisions.
2 RECOMMENDATION
The Cabinet member is asked to agree the:
Virement of budget £455,140 for contracted Advice Services from Policy and Partnership Division to Adult, Social Services and Housing Division in support of change of management arrangements.
3 FINANCIAL IMPLICATIONS
These changes will have no net effect on the Council's budgets.

6 RISK MANAGEMENT
The report author and Cabinet member have fully reviewed the risk assessment related to the issue and recommendations, in compliance with the Council's decision making risk management guidance.

No equalities impact assessment is required for this virement decision.
8 RATIONALE
The decision to agree this budgetary virement will complete the transfer of management responsibility between the Policy and Partnership Division to Adult, Social Services and Housing Division

10 CONSULTATION
10.1 Other Cabinet Members - Cllr V Pritchard and Divisional Director Policy and Partnerships.
10.2 Divisional Director Policy and Partnerships has discussed the issue with the Divisional Director Adult, Social Services and Housing Division and Funding and Programmes Manager, Policy and Partnerships has made direct contact with the Councillors through email communication and has received a positive feedback for this request for budgetary virement.
