1 THE ISSUE
1.1 Council services are mandated to produce an annual service plan to be agreed by the appropriate Cabinet Member. The Service Plan for Transport Development (and the detailed actions within it) needs to be approved in order to be adopted and acted upon.
2 RECOMMENDATION
The Cabinet member is asked to agree that:

3 FINANCIAL IMPLICATIONS
3.1 Financial implications are detailed within the report. The budget for Highways Development, in line with other aspects of the Council's finances, has been submitted separately.
4 THE REPORT
4.1 All service areas within the Council are mandated to produce and agree an annual Service Plan. The detail of this is provided as an appendix. This is in line with the standard format for such plans. Consequently it covers;

> Efficiency statements
> Key service area action plans
> Main performance indicators
5 RISK MANAGEMENT
5.1 The report author and Cabinet member have fully reviewed the risk assessment related to the issue and recommendations, in compliance with the Council's decision making risk management guidance.
6 RATIONALE
6.1 The Service Plan draws together the initiatives and requirements for performance within the service. As such and to facilitate action it is important that it is agreed by all concerned
7 OTHER OPTIONS CONSIDERED
7.1 None - production of a Service Plan is a mandatory requirement.
