1 THE ISSUE
1.1 To provide the strategic framework for partnership working to improve health and care services which enable older people to remain independent and living at home. To develop and deliver integrated health and social care services to ensure high quality, efficient and cost effective services.
2 RECOMMENDATION
The Executive member is asked to agree that:
2.1 To agree the Joint Older People's Strategy ( Bath and North East Somerset Social and Housing Services and Bath and North East Somerset Primary care Trust).
3 FINANCIAL IMPLICATIONS
3.1 An action plan based on the Older People's Strategy will be developed and this will identify the resources to carry forward any given development/improvement.
4 THE REPORT
This document is a joint strategy of Bath and North Somerset Council Social Services and the B&NES Primary Care Trust . It brings together various government initiatives, local strategies and plans and local priorities which relate to older people. It sets out current targets and priorities for development and improvement up to 2008.
5 RISK MANAGEMENT
The report author and Executive member have fully reviewed the risk assessment related to the issue and recommendations, in compliance with the Council's decision making risk management guidance.
6 RATIONALE
To provide the strategic framework for partnership working to improve health and care services which enable older people to remain independent and living at home. To develop and deliver integrated health and social care services to ensure high quality, efficient and cost effective services.
7 OTHER OPTIONS CONSIDERED
None . This is a new initiative which will promote a more integrated and joint approach to service planning, development and improvement
8 CONSULTATION
8.1 The report has been discussed with the Executive councillor, Staff, Other B&NES Services, Service users, Local Service users, Stakeholders/Partners, Other public sector bodies. It has been circulated to the older people's champion in the Council and the PCT.
8.2 Feedback was sought via meetings including a workshop with organisations working with and for older people. The document was circulated widely and feedback invited.
